How and why to use this site
This site provides a convenient way to search for lead compliance history on a RI property. This compliance information comes from two databases, one from the Health Department and another one from the RI Housing Resources Commission. This site bridges those sources.
What each certificate means
A Certificate of Conformance or COC is a Housing Resources Commission requirement for all rental properties, unless the owner resides there. A COC is issued by an independent lead inspector or technician licensed by the RI Department of Health. (read more) The independent clearance inspection is done after the owner or his/her agent has successfully completed the 3-hour lead hazard awareness seminar and has visually identified the lead hazards and made all necessary repairs in accordance with the Rules and Regulations and the Governing Lead Hazard Mitigation rules. The lead inspector or technician will then visually inspect the unit and collect dust wipe samples which are analyzed at a licensed laboratory for acceptable level of lead. All rental units are required to have a Certificate of Conformance, unless the property owner resides at the property. Certificates are issued for individual apartment units, common areas (such as porches and halls), the building exterior and soil. They expire within two years after date of issue or until tenant turn over. Learn more here.
A Lead Safe/Lead Safe Exemption/Lead Free Certificate is issued by a lead inspector or technician licensed by the RI Department of Health after a property has been renovated following a more rigorous level of remediation in accordance with the Rules and Regulations for Lead Poisoning Prevention. (read more) Lead-Free Certificates have no expiration date. Lead Safe Exemption Certificates have no exemption date until tenant turn over. Properties with a Lead Safe Certificate need to be re-inspected on an annual basis. Learn more here.
